Hello Everyone!
I am planning to study in Canada in a program that will not qualify me for the Post Graduation Work Permit.
During the study, I want to search for a job. My question is, if i found a suitable job, can i cancel my study permit and issue a work permit?

1. Yes, if you can find an employer who is willing and able to get a LMIA for the position. Won't be easy.

But if I graduated from a program that qualifies me for the post graduation work permit (PGWP), and gained the PGWP successful, should i still have to get the LMIA?

No - you don't need an LMIA if you have a PGWP.
But you were asking how you could stop studying and start working. In order to do that, you need a job offer and approved LMIA.
