Change of Status from Visitor to Student

One of my friend is on Visitor visa in Canada. She got admission in a College and now want to get Study Permit. Can any any one tell whether she can change her status from visitor to student without leaving the Canada. Where to submit application for a study permit from within Canada? No she is not allowed to do that until she go back to her country and apply from there for a study visa. Visitors can not change their status to students while in canada.
