Change in the processing time page in CIC website

Dear friends (specially inlanders),

today I notified a change in processing time for inlanders for second stage in CIC website (cic.gc.ca). it says the second step would be 9 months. before that it did not say anything about second stage time frame. any ideas?

I believe maybe they have decided to work on the older applications and maybe organize them. because they have lots of applications from 2009 and even before that.
