Change first or last name during landing process

I hope I have chosen the right place to post my question ...

We are preparing to our landing process and I would like to know if it is possible to change my wife's last name.

During landing? During getting a SIN?
Or we have to wait get Canadian citizenship to be able to change name/surname?

I cannot do this before because I already have CoPR visas, issued according my passports.

After - yes, I can, but this costs some (120$+) money.

I wanted to do this for free

IMHO it is normal to have the same last name after marriage ....
