Yes. SPF will send the COC to your own address directly. It took around 10 days.
And you have to courier it to CIC as soon as your get it. And the mailing address of CIC is just right in your required document email sent from them.

Did the Singapore Police Force inform you after they sent your COC by post? I rcieved an email from them last month which told me that they recieved all required documents and gave me a reference number. It has been 20 working days since then, and I have not recieved any emails from them. I email them 4 days ago about whether they have sent my COC or not, but did not get response.

It usually takes 30 to 45 days to process it if you are not Singaporean. So please be patient. And make sure you send all of forms they need.
Watch out the first email they sent to you if they inquired any form from you. After 45 days, you can call them and ask for the tracking number of Singapore post if they didn't email you back.
