what if i complete 1560 hours before 11 months and go for vacation in last 1 month? am i still eligible to apply for CEC PR?

You need a year of Canadian work experience as well as the hours, so no.
You must

Are you being paid during your vacation and you have an employment letter that states you are an employee during your vacation? Do you have pay stubs being paid during vacation?
