She needs to have 52 separate weeks of full time work experience in order to claim 1 year of work experience. It doesn't matter if she is working more than 30 hours per weeks, she must still have the 52 separate weeks of work experience. If her work permit expires December 24th but she only starting working in January, then she does not have enough time on her current work permit to qualify under CEC.
Is her employer willing to get an approved LMIA? That way she would be able to change her status to a closed work permit.
Does she happen to have a spouse in Canada who is on a study permit or who is working on a closed work permit in a NOC A,/ B / 0 role?

But Can she apply for extension of PGWP and in that case she can buy some time till the decision is made on extension. Will that work experience weeks will count towards CEC ? Because she ll be on implied status ? Right ?

She doesn't qualify for an extension. She can apply for an extension however it will be refused. In these circumstances, any work experience gained after the PGWP expired won't count towards immigration because she will have applied for the extension without qualifying for one.

Unfortunately she is not eligible to extend the PGWP based on the job offer alone. She would need an approved LMIA from the employer along with the job offer.
Where is this "She" located? I mean in which province? Depending upon province and her employment NOC "She" could apply for PNP. I know in BC that is very much possible. Using PNP support letter, "She" can apply for a new WP.
