Yeah, you should be okay to apply. Get reference letters on official letterhead from both employers detailing your job duties. They can use the NOC description of job duties but preferably not an exact copy of it.
Make sure all the other items listed on the CEC Checklist are listed in both letters.

Not a question, it's pretty clearly spelled out. If you want use any NOC A experience as qualifying experience, you have to meet the requirements, including the language requirements.
Worse still - even if you have worked a full year in an NOC B (let's say 13 months), but before that worked say 18 months in an NOC A (still within the 3 year period), you STILL have to meet the language requirements of NOC A, because CIC will look at the longer period of employment first. And yes, that's in the instructions too -
Note: If you have Canadian work experience in both NOC 0/A and B occupations, you must submit language test results that meet the language proficiency requirements for the occupation in which you obtained the majority of your work experience during the three years preceding the date of application.
