I called IRCC number (888-242-2100) and finally after trying for some days someone answered. I was informed that the card wasn't sent yet and it still shows as open, but they were going to send a message so that they can process it. They inform me to not send a solemn declaration since the card wasn't sent yet so its not lost. You should try to call as well for an update (I tried calling several times cuz the line is always busy)

I have tried so many times, never successful. How did you bypass to agent?

I know I selected option 3 (I think it was for PR card), then again option 3 and then option 0.
I tried all week but it says lines were busy, however today I called around 1-2pm EST and I was finally put on hold for an agent

Thanks so much! I was finally able to connect to the agent. And, she said the same for me as well.
I guess we are in the same boat. Hopefully, we get an update on it soon.
