I have a situation. My friend did 1 year Project Management course from Humber College. He got a job into an IT company straight after finishing his program as an IT Project Manager. He will be applying for PR under CEC this year.
<li>His job comes under NOC 'O'</li>
<li>His salary is 15$/hour</li>
<li>Minimum Salary for IT Managers as per workingincanada.gc.ca is 30$/hour</li>
I've heard a lot about minimum wage for CEC application. But is that the minimum federal rate i.e. 10.25$ or minimum for that profession? Also, If he manipulate is duties as for any NOC A code IT job will that be beneficial?
Finally, if nothing works what he should be doing next? Its been 10 months he is working as a Project Manager with this company?
Seriously though, CEC does not prescribe a minimum salary as such. If the wage is a particularly low one for the occupation, then this might be a 'red flag' for CIC to more closely inspect the work experience.
It's unclear what you mean by "manipulate is duties as for any NOC A code IT job".

That part confuses me too. He either performs the duties outlined in the reference letter, or he doesn't.
If he doesn't, than this would be misrepresentation and could lead to having the application rejected.
And I agree, a lower salary than outline by workingincanada is fine, but he only gets paid half the amount.
That's like paying a teacher only $10/hour and would look weird to a VO assessing the application.
My point is if he is hired as a Project Manager but he performs duties of a Project Coordinator then the salary bar will reduce significantly to 22$/hr. It is very possible that your role is different then your designation. Also, his company has agreed to provide reference letter as per his convenience.

Should be fine. Small discrepancies are ok, but if you only get paid half then it might raise red flags.
However, there's no rule and it is up to the VOs discretion to decide.
