If you update your address you are likely to receive a request to provide a letter of intent in which you must convince the officer of your intention to reside outside the province of Quebec. If your argument is weak then prepare for rejection.

CIC would eventually find out you accepted a job in Quebec using your SIN. However, I would say if you can keep residence in Ottawa but just commute to work in Quebec (assuming you will work nearby the provincial border), you should be fine. Otherwise, this may actually affect your eligibility under CEC as you must maintain a status quo while your application is in process. Meaning that primarily, your intention is to live (reside) outside Quebec.
