UPDATE: I hadn't submitted my PCC, I had submitted a letter stating that it is in progress. So I received a request for submitting PCC, it came in around the same day, so I went in a submitted it.

There could be maintenence going on.
Otherwise you can:
* try logging in an incognito window, or
* try clearing cache and then login again
* try an entirely different browser.
Sometimes they have an issue refreshing the session on server side and no matter how much you try to login it keeps throwing you back to the login page or the page where you choose languages. None of the above methods would work in such a case.
You can only wait and try again after sometime.

I can't login with my Scotiabank account anymore. I have been getting this error since last week.
Scotia OnLine has encountered some technical difficulties. (Error #AE1027-2)
Thought this would get fixed this week. So frustrating!
What did they ask in terms of UCI?
Nothing. That was why I was confused, I just uploaded the imm form
link your online application to gc key.
create username and password for gc key then make an account with security question.
When u sign in your account then click on link an application. While linking select family name and application number. Your family name be as same u have ok your aor. Also , put passport details instead of city of birth. This worked for me and i can sign in by gc key.
note: while this process 403 error popped up so many times for me so reload the page as much u can. It’s frustrating but no option. It took half an hour for me .

There are very few CEC inland applicants since July who received a Portal Confirmation Email. You can find them in forums for July August and September AOR.
I haven't seen anyone with an eCopr though
