I believe each case is unique and each case requires its own time. Imagine if a person without a spouse, with 0 travel history (or Canada only) and only with Canadian work experience, from my understanding, such case will be processed very fast due to all these factors.

Correct, it all depends on how complicated or simple it is to verify your background. I have been in Canada for 7 years since I was a high school student, 2 traveling history abroad and working for the same employer for more than 4 years. My spouse also came here as a student and never traveled abroad in these years, AOR 1st March --> PPR 25th April
It may also be affected by how lazy or productive the officer is, each processing office has tons of officers but we won't know which officer ends up with our application, it's all about luck I guess

I called them last Friday. Just told me security not started yet.
Called IRCC today
Said recommended passed for elgibility
Criminality passed
Security not started

I'm literally in same position. Aor - March 13...
I called then a week ago, and got the same response as you: medical passed, criminality passed, eligibility recommended pass... security not started. Will call them next Friday (will be 2 week gap) and maybe by the time I call the eligibility will be set to "passed" and security finally started...
