Yes thats right only for Engineering Occupations Category in Strategic Recruitment Stream you don't need to have a valid WP.
For EDS it is required

That's what I said before is not 100% truth. You have to check the category in which you want to apply as there are also other categories which not require a valid work permit. Which exact category of EDS are you planning to apply: Skilled Worker Category, International Graduate Category or Semi-Skilled Worker Category

in the summer of 2013, i did not have any class to take and i was in my off campus work permit. During that time i worked full time. Will that count towards my Canadian work experience. It was technical support NOC B .

I understand the no work experience will count if you are full time student but i was not full time during summer as i did not have any course to take.

How long did you work during summer time? Only the experience after graduation can be counted towards your CEC qualifying experience.

Yeah that summer work cannot be counted towards your qualifying experience.
