Yes till today noon it was stuck at Med/bio complete. eligibilty background not started.

Today I got the portal email and everything is turned to completed now.
I can see COPR expiry too.

Mine was vancouver 2 weeks back, for some odd reason my PVO became Edmonton, looks like they are the slowest people

Indeed you are right slowest among response, issuing E-copr or updating Tracker. They are master of slowness among all the VO’s. Calgary VO also take 2-3month just to issue E-Copr. Thats why Alberta is Alberta

Figured out the comment in new tracker "We sent you a message about your application " was related to GCMS notes extract which got generated on that day. Got my GCMS notes today. According to that Security is not yet started. Also, 'Criminality' shows 'Not started'. When I last called IRCC , they told me it was complete. Might be still a long way to go
