Length of time that a temporary foreign worker needs to have worked full-time in the Canada to qualify for PR under CEC will be reduced from 24 months to 12 months in January 2013, according to a tweet by CIC Minister Jason Kenney.

this is an Interesting news, I have couple of queries regarding the same and I wish someone could help me...
I am working as Skilled Temporary Foreign in Montreal(Software Engineer) for last one year(14 months), am I eligible to Apply for the Federal Experience class program?(Quebec has its own immig-system so just wanted make sure whether I am eligible under the Federal)
Regarding the IELTS, whether my spouse is also required to take the IELTS Test?
Police certificate is required from the Indian consulate or from RCMP?
