1. Will Visa officer reject my CEC application in absence of PCC at any point of time?
2. Can I post PCC to CPP-O once I get AOR? Is it possible to submit before AOR ?
You are recommended to submit them with the application but you can submit the application without them. However, it will delay the processing of your application and you WILL be required to submit them when requested by the IO.

1- You will need to submit your PCC eventually (with your application or when VO request you to send it to them). So if you fail to submit it when it's requested, it could result in a rejection b.c you failed to provide requested documents.
2- Yes, if you're not sending your PCC along with your application, it's probably better to send it after you receive your AOR.
So far, I haven't heard too many people that didn't need to submit a PCC, so if you don't submit it with your file, you will need to at some point.

PCC from Canada, definitely should be sent once requested from CIC, As far as the PCC from country of origin is concerned, you can submit it at a later stage and No, it will not delay your AOR. My advice is that go ahead and submit your application of PR. Send the original PCC to whichever Visa Office your application would be under process, when it arrives.
