She has no passport. Because she was living with womens hostel for last five years. To apply passport she has no government proof which says she was stayed over there. Hence she can apply passport only after 2013 Nov. By this time my CEC eligibility may get expired.
In this scenario may i apply without her passport? Only for me. Later on i can sponser her once i get PR.
If you are going for PR, you must include her on any application you make, or you will NEVER be able to sponsor her. Also, you will have to declare that you are married for your application or you will be accused of misrepresentation.
She does not have to come with you at this time, but she must be declared and medically examined as part of YOUR application. I think you will just need to have some official identification for her if she does not yet have a passport. National ID card, for example?

I think some countries do allow an affidavit in place of an address or a DOB proof. So, you should be able to apply for a passport with that. I suggest that you take an advice from a lawyer in your locality and I am sure there will be solution. By the way, in which country is your spouse located?
