The good thing about CEC was that LMIA wasn't required. All we need was 1 year of work experience, LMIA didn't matter. Many graduates on PGWP could benefit from it since getting LMIA is extremely difficult. But now, everyone must go through Express Entry, people need to score high to be picked by CIC. Looks like getting 600 points for arranged employment will be a critical measuring stick.
What does 600 points for arranged employment exactly mean?
CIC news says this is a job offer supported by a LMIA.
But according to this CIC announcement (gazette.gc.ca/rp-pr/p1/2014/2014-12-01-x10/html/extra10-eng.php), under the “qualifying offer of arranged employment means" section, CIC doesn't say about LMIA.
As you know, getting a job offer letter and getting LMIA is so different.
"qualifying" job offer means an LMIA-approved permanent full-time job offer. Again, it is not required for EE, but it is required to get those extra points.

You dont need LMIA to apply for CEC under EE.. but having an LMIA will give additional points to your profile (600 points) .. considering total poitns are 1200 then having 600 points through LMIA would practically guarantee an invitation to apply.
