Criminality: in progress
Background check: in progress
RPRF was requested and paid on 18 May 2021

(i forgot to ask about visa office when i called 31st may)

I am wondering has Final Decision part ever been changing until receiving portal email. I think it is always "Final decision: Your application is in progress. We will send you a message once the final decision has been made." Am I wrong?

It's been always "in progress" for me.
