I am in the same boat.. with CEC Inland Spouse+1 Kid. AOR 12th April. I called few days back and IRCC agent said only my medical and Bio is passed further no updates he did mentioned that my VO is Ottawa. So lets see..

Eligibility: Not Started

You can submit your file in pool in 11th month. Go ahead and submit as soon as possible so that you get invited in next draw.
I myself submitted in 11th month of experience and got my invitation. You have 90 days to submit PR application after invitation so in the mean time experience is completed.

I have almost similar dates..
AOR 9 APR 2021
MED and BIO 28th APR 2021
When i called on May 31st, i was told eligibility is passed and Criminality is ongoing.
Seems like you have passed criminality and Eligibility not started.
Lets see how it goes.

U need to call then up and provide your details. They will let you know the details on your case including Visa office and Sections cleared or in progress.

I called yesterday too. They said everything is going good. I didn't know about this hold thing at that time. Do you have a dependent outland as well?
