You can submit your file in pool in 11th month. Go ahead and submit as soon as possible so that you get invited in next draw.
I myself submitted in 11th month of experience and got my invitation. You have 90 days to submit PR application after invitation so in the mean time experience is completed.

You cant access your file unless u take control over it.

But if u need to get the updates of your file then u can call to IRCC agent, provided you must have your application number with you.

(AOR has application number)
