I will have 3 years of work experience in Aug. Is it necessary to apply for CEC under express entry the work you do has to be working when you are entering the express entry profile. For instance , am I still eligible under CEC in Nov and will my 3 years of work experience in Canada still counts ?

Create an express entry profile with your details and their are 5 types of categories too if your noc code is qualify in any of it you might invitation.
It all depends on the IRCC that's why always try to plan ahead of time.
Keep an eye if they introduce anything new or change regarding the process which most of the time happens
