CC, PER and Background verifications

Dear Seniors,

I have couple of questions.

My credit card was charged on 25th of January 2015. However, I haven't received PER so far. How many days it usually takes to receive PER..?

I am from India and my processing office is NEW DELHI. I heard the files are not necessarily need to be processed in the same country and they can be sent to another country.. Is that true...?

I came to know background verification is happening very strict for each and every application. I mean physical verification is happening for employment. Did it happen to any of you..?

Please give me your inputs.
