If you note that ND request the passports upfront near the start of the application. My speculation is that CSIS requires it during the background check with the Indian authorities. CSIS would never confirm or deny this, but can you think of any other reason why the PP is required so early in the process?
PMM I do agree with you.. However in my case they had my passport with them for nearly 8 months!! Now after 2nd PPR they are again holding it for last 2months... Can't understand what are these guys upto.. What I believe is they did not carry on background/security checks earlier & so they are doing it now!! Any idea as to how long they can take as I submitted remeds, Pcc n passport again nearly 2 months ago?
Really? More than 2 months? That's a long time to hold someone's passport. This isn't the Indian govt this is the Canadian govt, though I do know they use outside (aka local) agencies to do checks and that might be the hold up. However, what's the norm for ND?
I don't have a specific answer for you, but since you stated that your ecas has returned to "application received" as of this point, it doesn't even sound as if they have begun processing. When they do, it will change to "in process". I would guess they moved you back to the beginning of the cue and are not going to resume it from where it is left off, however, I am not an expert nor an employee of CIC so what I think might mean absolutely nothing.
Weird thing is that tho my status shows Application Recd, However when we click on App Recd< then it says App recd on---, med results have been recd, we begun processing on---, decision has been made & office will contact you>. this is as per the last records when they sent us refusal. Which means they did not even change the E-cas properly while they resume the processing of our Case!! Its so Unprofessional!!

that is indeed a long time, mine had been with the embassy for 3 weeks, and to me that's way too long already. In my case its because a local police report was delayed in being sent from the police directly to the embassy, so they really didn't have a choice.
