I have received the CAQ issue letter in email. However I haven't received that CAQ .
In how uch time will I receive CAQ. Will i receive it on email or by POST

You will receive it by post, but you don't need it to apply for your study permit, they will send 2 CAQ, One to you and another one to the CHC, you can print out your letter of acceptance and use it in your visa application.

I don't know exactly I think you will receive it in 2 weeks time maximum.

I have been accepted at Universite Laval Quebec in Bachelor in Computer Science
I applied on may 31st from VFS Delhi under university category.
10th:66%
12th:66%
I Have a 90% Scholarship.
For finances I've just shown Liquid in parent Bank account, $ 25k

Okay, for fund, what you need according to CIC is 11 000$(for Quebec, other states require 10 000$) + 1year fee.
You can either:
1.show it all in liquid from your sponsor bank account.
2.get a GIC of 10 000$ + Pay 1 year fee, it's mandatory if you will apply under ssp.
3.Pay 1st year + get a loan from a bank.

These are just minimum requirement if you can show more than that it will strengthen your case.
These are the the what you need for finances.

Yes this is what you need to show.
Now it's up to you to decide how you want to show it, GIC,Loan or Liquid.
But it's strongly recommended to pay 1year or 1 semester tuition and add the receipt in your application.
