My packet was delivered to CIC address under 2171 code on 26th September 2014 and signed by Scarcia La Prova Di Consegna.
But there has been no activity on my CC either.
Can someone please help me with latest update in regards to a situation of Cap full ? Do I have any chance now.. like my cc will get charged in next few weeks ?

The numbers on the website of Immigration Canada are NOT 3 months old, they are current. HOWEVER, you need to understand what the published numbers actually mean.
People send their application to the CIO. Applications are reviewed if they are complete and sent under the correct program. Only if the CIO considers the application as complete, it will send a confirmation to the applicant and count it against the cap. The published numbers represent applications REVIEWED by the CIO (Centralized Intake Office) and not applications received.
Due to the volume of received applications and the feedback in different forums, the backlog of received applications at the CIO is an estimated 12 to 15 weeks. As of August, 25th there are 404 applications received for NOC2174. The CIO adds more or less 100 applications per week to this NOC. This means that there is space for 6 more weeks worth of applications before the cap will be reached. Given the backlog of over 12 weeks, there is no point to apply for NOC2174 - Immigration Canada will fill the cap with the applications already received.
We agree with ksa0510 and strongly suggest to prepare your application for 2015 under the new Express Entry. Based on what is known by now, there will not be any application cap as in the current system.

My application was received by CIO on 11 Sep. For NOC-0911 currently it shows 144 application counted.
1) Considering given timeline, does this mean that for my file "Completeness Check" is done by them?
2) On the webiste status of NOC-0911 when it shows 144 files that means my application is counted in it?
3) If 18 Aug DD is encashed as per spread sheet, what date ( range of 10 days) shall I expect my DD to be encashed?
4) Will I get file number on DD encash or by PER mail only?
