can't submit Police Certificate on time

Hi all , the immigration of Canada asked my wife to get police certificate from Abu Dubai . so my wife is in Portugal and the process of getting police certificate may be delayed since the immigration of Canada gave us 60 days to submit . my wife does not hold emirates ID from Abu dubai so the embassy of UAE asked us to get fingerPrint from Portuguese authority , get those fingerPrint certify by ministry of foreign affairs in Portugal and then UAE certify the fingerPrint and documents and stamp it . after the documents and fingerPrints are certified and stamp , the UAE asked us to send the documents and fingerPrint to friend in dubai and that friend will get police clearance on my wife's behalf . so I have a feeling that the process will take time and won't be able to submit on time since we have 25 days to submit it . so my question is : IS THERE ANYONE WHO HAVE SUBMITTED DOCUMENTS LATE OR WHAT WILL HAPPEN IF WE CANT SUBMIT IT ON TIME ? someone please help me find a solution to this situation because I heard if the immigration doesn't receive documents on time , the application may be rejected for being incomplete . thanks

Submit proof that you applied for it if you don’t receive pcc by the date they gave you, and a letter explaining that you are waiting for police clearance to come. When it comes, just send it to them.

Thank you for your information , one more question , how can I send a letter of explanation to the immigration ? I have linked my application to online but i dont know how send or upload my letter of explanation . any suggestion .
