Depends on where you are from, ties to home country, funds etc. The positive is you have a US visa. The downside is you are applying from the US.

I am from Pakistan, I applied my Canada visit visa from home country but unfortunately got refused. I am now considering to apply from USA since I have my USA visit visa.

You can try. You must address reasons for refusal and mention past refusal.

Given your wife’s asylum claim in Canada and Trump you may have difficulty even entering the US. The fundamental problems with your application don’t change in the US. If anything will raise more concern.

I have been refuse visitor visa in Canada but the raisons was wrong because the officer stated I don't have status in USA and inconsistency on the purpose. I used US Refugee travel document (As I know you can not get US Refugee travel document without to have a status also you can't travel outside without to have status. With the same document I applied this month Schengen Visa and was approved. What I can do to reapply for visitor visa in Canada.

Online application there's not purpose of friend visit. Can someone help me about it, please?

Would suggest traveling to Europe and reapplying when you return. It will strengthen your application.
