As already mentioned yes but approval can become more challenging because TRV approval is dependent on showing ties to your home country and proof you will return home.

I’m wondering if the CAN+ program has much of an impact in the U.S., since most applicants here are likely on visitor visas and would also qualify for CAN+.

You may get faster processing time if it is refusal. This is not a standard CAN+ application. I would also be planning for a refusal and you may have difficulty entering the US.
