Please, I need advice on how to apply for visa for my mother who is in Nigeria. I am currently a protected person and have submitted my application for PR. I want to go to UNiversity but it’s not easy joggling school with two little children. My questions are:
1. Can I apply for a visitor visa for her as a protected person schooling?
2. Do I need to have a full time job before applying for her
3. Do I need to wait till I get my PR card before I applying for her..

Short answer is - right now you cannot.
1. You are not PR yet, so at best she can visit you on a visitor visa
2. Before you get your PR any attempt for her to get visa will most likely be rejected (because you are refugee).
3. After you will become PR you can try to get supervisa for her. (which might or might not be approved). That would require her to show strong ties to her country. And she would also need a private health insurance.
4. In the future you might be able to apply for the parents and grandparent sponsorship. However for that you need to meet minimum income requirement for your whole family (that is you, your children and your mother). And that one you have to meet for 3 years backwards prior to the year when you apply and keep it until her PR would approved.
So it will be much easier for you to organize differently (for example to arrange your study plan so that you can manage as well).
