I have scored 451 points in EE system and expecting an ITA in the next draw. Since I am a Government Employee in India, am I required to obtain a "NOC" from my employer before submitting my documents after ITA?? OR, is there any rule which prohibits me from applying for the PR of Canada as a government employee.
Whether you are allowed to immigrate to Canada has nothing to do with Government of India/Court rulings. Canada decides who is able to immigrate here (India has no say in the matter).
Again, there is no restriction placed on government workers immigrating to Canada. So there is going to be no written rule to find from Government of India/Court rulings on this matter.
You should however be aware that you will require a personal passport, not a government employee passport for the immigration process. This question has come up in the past, so I thought that it is worth mentioning.

Hello everyone. Me and my husband both are working in Central Government as Class A and Class B officers respectively. My age is 30+ and i wish to migrate to canada. First of all i am still confused is it a good idea or not. working culture of government departments make me feel i am not utilizing myself full. If its advisable to migrate. What should be NOC code I am Working in Department of Personnel & Training and my work is related to recruitments.
