Government Employees who got ITA/ PR

Any Government employee here who has been to Canada and continuing living up there ?

Hi, my mother works for LIC, she wont be able to obtain NOC for PCC.
There is no clear information that i could find to figure out if NOC is required for PCC. Her passport address, Adhaar adress and current home address are all same. She is form Bangalore.

Can someone please share their recent experience on if NOC is required for PCC if you are a PSU employee?
