If you are, then you can travel to Canada on the strength of your passport as if you are a visitor. You can then present yourself to CBSA as a PR without issue.
If you are not, then you will not be able to board a commercial carrier (plane, ferry, bus) without a PR card or a PRTD. Alternatively, you can enter at a Canada-US land border by non-commercial means.
Hey guys I am on the same boat. I am travelling outside of Canada. I called CIC to check on this last week. so they said I will require travel document to enter in Canada.so agent send me a link showing all info. I have to apply travel document from that country and then I can come to Canada. I don't know much about the visa exempt country
