Can you submit application package without FBI clearance?

Can you send in FBI clearance certificate (USA applicant being sponsored) at a later date or will they send back entire application if it is not sent in from the outset?

To get fbi now takes few days... I am not an expert, but when I applied lawyer waited for our fbi to come. And only after that we submitted our application. Your application may be returned if something is missing...

Just submit it. It's a requirement and it is a very quick turn around assuming you don't have any history and can get your fingerprints done pretty easily. You can apply online and get a response via e-mail within days. If you submit without and they return the package (because it would be incomplete) then you'll have to wait even longer.

Ya that is a good point. Applicant is travelling now for 4 weeks and hard to get the actual card for the prints.

You can print it from the fbi.gov site on a regular piece of paper and have it done at some police station or look up on google who can help to have it done for your spouse.( in my country I found a private agency who just rolled prints for me on the form, police in my country refused to do it). Then just send it via dhl to fbi office, submit electronic request for fbi report and wait for few days for results to be ready. My report came within 2 days after mail was delivered to USA. Or just wait till your poise will return to USA

Yes, I did some research. You can print the form off the internet and apparently it can even be on plain paper and not the cardboard card.
