Can you study French (Francisation) for more than 6 months with a work permit only?

Is the Programme de Francisation (French course that lasts 1 year) offered by the Ministère de l’Immigration, de la Francisation et de l’Intégration du Québec considered a course of general interest or self-improvement which does not require a study permit? In order for me to take the Programme de Francisation, the Ministère de l’Immigration, de la Francisation et de l’Intégration du Québec, the Government of Quebec does not request me a study permit, because I already have a work permit. How about the Government of Canada? Is a study permit required by the Government of Canada in this specific case?
