Can we reopen RAD appeal file

Iam confused today what today my RAD appeal is dismissed because my lawyer didn't submit any documents now I meet a new lawyer today he suggests me to go for reopen your RAD appeal and submit new evidence rather than go for H&C .Is it possible to reopen RAD file?

Again your lawyer is in best position to answer this question....If you dont, and opt to go to Federal Court, what if they side with you and send your application back to RAD for redetermination???
