Hi--Yesterday my fiance and I went and had her medical clearance done. The doctor, who was a very knowledgeable guy, asked if we had our file started yet at Mississauga. We hadn't paid the fees yet, because our wedding isn't until March 6th, and we didn't think we could start the file until we had the marriage certificate. She has already applied for FBI clearance and we are getting her medical clearance early, so we can submit the whole file within a few days of our marriage.
However, we are happy to pay the fees now, so that as the medical paperwork flows in--she willl already have a "client" number. So, should we apply now before the wedding or after the wedding?

It won't make any difference if you pay the fee now or after the wedding. It won't speed up the process any to pay now unfortunately, so I would pay it whenever it's easiest for you.
You can pay the fees, but you absolutely CANNOT submit the application until you are legally married. Paying the fees is just one more part of the process, like getting the medical done or getting the police arrest reports, but that application can't be received by CIC before you're married because, until you get married, she is not an eligible PR applicant and the application would be refused. Wouldn't even matter if you were married AFTER you submitted the ap - if it gets to CIC before you're married, it's an automatic refusal. Then you waste all your fees, the medical exam and the criminal clearances and you start all over again.
Amazing how just one question from a DMP who really knows nothing except his small little part of the way bigger picture has the potential to throw the whole shebang right out the window.
