as long as you have a valid USA visa, your application will be considered under CAN+. Positive or negative outcome does not depend on CAN+ category , it is just that it is expedited processing. usually, in most cases, it is a positive result.
what status it is showing on tracker. you must check. in my case on GC KEY portal, it is showing the status we are reviewing your eligiblity. However, on tracker it is showing that it was completed.

I Live in Belgium and I decided to go to Germany instead of France and the Netherlands as Germany has a low processing time compared to others. so actually Germany is faster than others.
Post d processing times are just estimated average processing times so I would not count on the posted processing times too much. They are often not very accurate on top of that.
Totally agreed. It does not make any difference for my application. I believe the delay is from IRCC not from Austrian visa office. I mean they reviewed and completed my application on the same day. Lets hope for the best. Hopefully, this month I may hear something from them as it is going to be 3 months on 25 july
