Can someone enter Canada on a TRV while her sowp outland is in process ?

Basically, my wife had her trv approved and stamped on passport when she was in canada months ago. She has left the country for vacation and we just applied her spousal open work permit outland recently. Can she return back and enter Canada with her trv and while her sowp still in process?

As already said she can attempt to enter Canada on her TRV there are never any guarantees. Some airlines will require proof of a return ticket and she should have proof of ties to her home country.
