The applicant is currently on a working holiday visa valid for only 1 year (non extendable). It expires this November but currently because he applied for PR+OWP and has received AOR, he will have implied status, allowing him to continue to work.
We know that he cannot switch employers AFTER his WHV expires in November and he's on implied status, but can he quit his job and start a new one within the next 2 weeks before his WHV expires and still have implied status?

He can certainly switch employers now AND after his current permit expires. It would just be a matter of a new employer accepting Implied Status and an expired SIN.

That must be new. Generally, when a person has an open work permit like an IEC, they are not restricted to the same employer while on Implied Status,cad there is no such condition on their permit. That restriction was only applied to closed work permit holders who do have that condition.
