Can one apply for PR/PNP while on Temporary Work Permit(Semi-skilled occupation)? or one should first get employed as skilled worker?

Yes, but if am in Canada on Temporary Work permit (semi skilled), I can apply for PR under Express Entry or PNP?
I read somewhere one must be working under category 0, A or B at the time of application. So, first get skilled job visa?
