Can my wife who is a dependent land before me?

Hello guys. Me and my wife have sent our passports for stamping . I'm the principal applicant in canada aND my wife is a dependent and she is in india . Can anyone tell me is there any hard and fast rule that i being the primary applicant has to land first and then she can land after me?
Also does she required pof when she lands ? I'm a cec inland applicant . ThanK u very much.
