Can International high school students work part-time?

I am an International student attending high school in Victoria. I know many people who worked as International high school students and when I was entering Canada the officer who gave me the study permit document also said I can work no more than 20 hrs per week. But according to CIC website and Immigration and Refugee Protection Regulations, an International must be enrolled in a designated full time post-secondary program to be eligible for part time off-campus working. I am so confused.

You cannot work part-time.
