Can i submit CPR for PR Card

I have been given ITA but my sister who i used to upgrade my point who is a permanent resident has not been given PR Card. Can i use my sisters confirmation of permanent residence instead of her PR Card during my application because they are yet to issue her a PR Card

Is your sister residing in Canada right now? If yes, then you can give her CoPR + evidence of living here such as bank statements, her lease, job letter, utility bills etc. As long as she is living here, you will get the points. Having the PR card is not essential.

If she isn't living in Canada right now, you cannot get the points (and have probably committed misrepresentation by claiming them)

She landed as a PR but she changed where she lived within 2 weeks of landing. Her PR Card was sent to her previous address which was sent back bcos she's not staying there anymore. She told me she'll get it by next month but i dont want to wait bcos i need to submit my application this week. Thats why i wanted to know if i could use her CoPR instead of her PR Card. Thank you

In that case, like above all you need to prove is that she is actually living in Canada.
