Can I submit an outland sponsorship application while I'm visiting Canada?

I want to do family class outland sponsorship, if I go visit my husband in Canada now and I stay with him as long as a visitor visa allows, can I submit an outland application while I'm staying there without problems?
I've stayed in Canada 3 times, for months at a time, and I go back and forth from living in the States to Canada. I'm nervous they won't grant me entry because they were already iffy about me last time, saying you know you can't live here or whatever, the right thing to do is to apply for sponsorship which is what I'm trying to do right now. But i want to leave for Canada now, and submit the outland application i've been working on while I'm there.

Given the concerns of CBSA last time you entered, you should seriously consider submitting the sponsorship app before trying to enter Canada again. You have likely been flagged for secondary on further entries. It is quite easy for CBSA to not only refuse you entry but issue you a one year Exclusion Order.
