My father is Syrian, he lives in Saudi, brotigh his wife over to Saudi on a visit visa because now they don't give residency permits for women.
She's now living there out of status, and they are imposing huge taxes on all foreigners every month just for being foreigner .
My dad tried to go to turkey, but they won't give him a visa for his wife and my little brother .So now he's literally stuck in Saudi, the economy is getting more and more segregated. Jobs are only for Saudis. Saudis don't pay him his dues and his work's worth because they can. Non Saudis can't sue Saudis and are at risk or deportation for the trivialist of reasons .

I'm protected person in BC pending my PR my wife is Canada. We have a good household income and more than ready to take care of my dad and his family financially .
Can I bring him here? Private sponsor or whatnot?
You wouldn’t be able to sponsor them until you recieve your permanent residence. The other options would be to find a group of 5 sponsorship (your wife might be able to participate) or see if he is eligible for immigration through one of the available programs.
No - she can't. For parent/grandparent sponsorship, you must be a PR or citizen to sponsor and you must be related to the person you are sponsoring by blood. The wife is not related to her father-in-law by blood. She is related to him by marriage. She therefore cannot be the primary sponsor. Only the husband can sponsor his own father - but he must wait until he first becomes a PR (as already discussed).
