Can I send my passport to NY VAC instead of Ottawa

so while filling the my application through online, for the question no 9 I have chosen as No(it was supposed to be yes). So because of this I need to send my passport to Canada to get the visa.
My question is since I am living with in USA can I send to the local VAC rather sending international.
This is the first time I applied for visiting visa to CAnada.
