Check the deadline for the payment of tuition fee. If it is after your arrival date, then it is ok otherwise you will have to pay. There is no rule of thumb to pay the fee before applying for visa as long as the university doesn't any policy like "pay tuition to confirm your admission".
It depends from University to University. You will have to confirm your Univ. They might have some placement fee and when u come to campus, than u can pay the rest. Don't rely on VISA. You have secure your placement also.
you can apply for the visa/permit without paying the fee. But i would suggest that you get in touch with your college/uni and ask them directly regarding payments and installment options since different institutes have different options. and ask them anything you like, they wont say no. just be polite
if your from india than i think you require to pay a first semesters fee...Even if your from another country I think it is a good idea to pay the first semesters fee because it makes the visa officer feel that you are a genuine applicant and you really plan to study in canada.

I am going to apply in Trent University and I received a mail from them that they will accept my application without initial deposit.
1.Have you received the admission letter
2.Have you received the visa.
What you are asking isnormally asked by the p eople who have already received their visas and sure to leave.
All in all.Any fees paid before visa acquisition is all at your risk.Consult with your university the earliest time you should do this ok.But i believe there is an enrolment deposit that should always be paid as early as possible to secure your spot in the college or univerisity.
Consult farther with the admission counsellor resposible for our area.
What is the language of instruction in your country?If ENGLISH,they will give you but if not they will still give you the admission but on condition that you enrol for English For Academic Purposes(E.F.A.P) in their college/University as you take your studies there.This is not usually aproblem of the embassy but you never know it all depends with the V.O handling your documents.
