I don't think SINP is doable without a job offer. Hopefully someone will correct me if I'm wrong.

I do not think your SINP score will be high enough for a nomination. SINP has its own points system. You can check and you also may need to be licensed.
You need to improve your score so look at a Masters/second diploma or degree, or learn French.

It will not guarantee approval but increases your chances. So she needs to commit to moving there. She will have to show that she is living in Alberta permanently first with property/rental agreements, utilities paying taxes, job etc. Once she is established then include her in your application. What a great sister to move provinces for you. Hopefully, it works out for all of you in the long run.

A job offer and sibling are two separate things. As the website states, a job offer or sibling gives you a higher chance but doesn’t say you will be approved.
